Before anyone starts
- Photograph the affected areas before any cleanup, and keep damaged property if feasible, as DFS's advocate page asks.
- Ask your insurer what the policy says about the cause; DFS says homeowners policies typically exclude flooding, sewer backup and sump pump trouble.
- Report the claim now; the insurer must acknowledge within 7 calendar days.
- Ask the company what license or registration it holds, and for proof of insurance.
- Ask your insurer about managed repair provisions or preferred vendors before you sign a contract.
- Keep every receipt, including for anything you replaced or threw away.
Who licenses what in a biohazard job
DBPR's construction license list has no restoration category, so ask the cleanup company in writing what license or registration it holds. Rebuilding what the cleanup removed is chapter 489 contractor work, which you can check on myfloridalicense.com.
What biohazard cleanup costs in Florida (estimates, not quotes)
Our model puts biohazard cleanup in Florida at $1,800 to $4,000 per job, an estimate and not a quote. Two national guides carry that figure, since no Florida company price for biohazard work is in the model; the wage row shows crew pay.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $1,800 to $4,000 per job | Built from 2 national published ranges, adjusted by the Florida hazardous materials removal worker wage ratio (0.80). Two Florida restoration companies publish a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. Basis: no state company sample (no counted Florida company price for this job), national estimate only. |
| Hazardous materials removal worker wage, Florida mean | $21.70 an hour (United States mean: $27.13) | BLS May 2025 wage for the federal occupation nearest a biohazard crew, matched by us. |

The rules that attach to the building
Florida's statute defines mold assessment and mold remediation by mold of greater than 10 square feet, and an assessor's company can't remediate a structure it assessed within 12 months. DEP's asbestos program excludes buildings that meet the NESHAP residential exemption; otherwise its notice is due 10 working days before a renovation removes asbestos-containing material above the NESHAP thresholds.
For homes built before 1978, EPA says anyone paid to disturb paint must be certified, with a small-area exception. Florida isn't on EPA's list of states authorized to run the renovation program, and EPA administers lead abatement in Florida.
Who pays
DFS lists flooding, a sewer backup or sump pump issue, and wear and tear among the damage homeowners policies typically don't cover, and names a Water Backup endorsement for backup. The Bill of Rights says to read carefully any contract carrying a fee based on a percentage of the insurance proceeds. Assignments are void on newer policies. That covers any policy issued on or after January 1, 2023.
A biohazard that needs a crew now
- Sewage, blood or other waste is on floors, walls or porous material.
- Anyone in the house is ill, or children or pets have been in the area.
- You can't tell what the material is.
- A dry, contained stain with no odor; photograph it and tell your insurer before it is cleaned.
- Rebuilding, which waits for the insurer's inspection.
Permits and licenses once the cleanup turns into a rebuild
DBPR defines a contractor as someone who, for pay, repairs, alters, remodels or demolishes a building. The casual-work exemption in s. 489.103(9) covers only minor work under $2,500 that isn't part of a larger job, and never a person who advertises as a contractor.
Section 553.79's under-$7,500 permit exemption excludes flood hazard areas and plumbing, structural, mechanical, electrical and gas work. Ask your building department before demolition starts.
Ask which licenses your state requires for the work, and check them with your state's licensing office before anyone starts. A credential from a private body, such as IICRC, isn't a license.
Questions people ask
Who licenses the rebuild after a biohazard cleanup?
DBPR licenses that work under chapter 489, since it repairs or alters the building. Look up the rebuild contractor on myfloridalicense.com before you pay a deposit.
Does homeowners insurance cover biohazard cleanup?
Your policy decides; DFS says homeowners policies typically exclude flooding, sewer backup and sump pump trouble. A Water Backup endorsement is the add-on DFS names. Report the cause plainly.
Can the cleanup company take over my claim payment?
No, if the policy was issued on or after January 1, 2023, because the assignment is void. Older policies can carry one with a 14-day rescission right and a copy to the insurer within 3 business days.
Does asbestos matter in a biohazard cleanup?
It can, where cleanup removes asbestos-containing material above the NESHAP thresholds. Outside the NESHAP residential exemption, DEP's notice is due 10 working days before that work, and DBPR licenses asbestos contractors.
What if mold follows the cleanup?
Florida's statute starts its mold assessment and remediation definitions at mold of greater than 10 square feet. The mold page covers DBPR's licenses and the 12-month rule.
