Until the crew gets there
- Photograph the damage before anything is moved, and keep damaged property if feasible.
- Find your policy's Water Backup and Sump Discharge or Overflow endorsement, if you bought one, and read what it says.
- Report the claim now; the insurer must acknowledge it within 7 calendar days.
- Make and document the emergency repairs needed to prevent further damage and keep every receipt.
- Ask your insurer, before you sign with a crew, about managed repair provisions or optional preferred vendors.
- Ask the crew what license or registration it holds, and ask for proof of insurance.
Who pays for a sewer backup
DFS's coverage page lists a sewer backup or sump pump issue among the damage homeowners insurance typically doesn't cover, and its endorsement page says policies don't typically cover water backup. A Water Backup and Sump Discharge or Overflow endorsement is the add-on DFS names for it. A flood policy is separate from both.
The claim runs on s. 627.70131's clocks: 7 calendar days to acknowledge and 60 days after notice to pay or deny. The DFS Consumer Helpline is 1-877-693-5236.
What sewage cleanup costs in Florida (estimates, not quotes)
Our model puts sewage cleanup in Florida at $1,350 to $13,800 per job, an estimate and not a quote. It has no Florida company sewage price, and one national guide carries the figure, widened by 15 percent each side.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $1,350 to $13,800 per job | Built from one national published range, adjusted by the Florida hazardous materials removal worker wage ratio (0.80). Two Florida restoration companies publish a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. Basis: no state company sample (no counted Florida company price for this job), national estimate only. |
| Estimated range per square foot, not a quote | $5 to $14 per square foot | Built from one national published range, adjusted by the Florida hazardous materials removal worker wage ratio (0.80). |
| Hazardous materials removal worker wage, Florida mean | $21.70 an hour (United States mean: $27.13) | BLS pay for May 2025 in the occupation nearest a sewage crew; we chose the match. |

Coupons, specials and figures a page gives as an average are not counted. We have no counted Florida company price for this job, so the range is our national estimate alone. Full method. Who is allowed to clean it
DBPR's construction license list has no restoration category, so ask the crew what license or registration it holds before it starts. The rebuild is chapter 489 contractor work, and you can look that license up on myfloridalicense.com.
The Bill of Rights asks you to confirm a contractor is licensed with DBPR and to get proof of insurance from each one.
What goes in the claim file
DFS and the Bill of Rights both ask for photographs before and after repairs, kept receipts and the damaged property where feasible. A claim is barred unless notice reaches the insurer within 1 year of the date of loss, and a supplemental claim has 18 months.
If mold follows the sewage
Florida's statute defines mold assessment and mold remediation by mold of greater than 10 square feet, and DBPR licenses individuals only. The tester can't be the cleaner. A company that assessed your walls can't remediate that structure for 12 months. A Mold Coverage endorsement, if you have one, can raise the mold limit to $25,000 or $50,000.
A sewage backup that needs a crew now
- Sewage is standing in rooms or has soaked carpet, drywall or insulation.
- The backup keeps coming back.
- Anyone in the house is ill, or you can't tell whether the water is sewage.
- A small, dry stain from an old backup; photograph it and tell your insurer before repairs.
- Rebuild decisions, which wait until the insurer has inspected.
Permits for the line repair and the tear-out
A pipe or sewer-line repair is plumbing work, and the under-$7,500 exemption in section 553.79 of the statutes excludes plumbing, so a repair that opens the line follows your city's permit rules. Lakeland charges a $150 penalty for work started without a permit and $300 for a second violation.
Port St. Lucie and Palm Bay list drywall removal or replacement among the post-storm repairs that need no permit. Ask your own office.
Ask which licenses your state requires for the work, and check them with your state's licensing office before anyone starts. A credential from a private body, such as IICRC, isn't a license.
Questions people ask
Does homeowners insurance cover a sewer backup in Florida?
DFS says typically not, unless the policy carries a Water Backup endorsement. DFS's endorsement page names the Water Backup and Sump Discharge or Overflow endorsement.
Who licenses the rebuild after a sewage cleanup?
Chapter 489 contractor licensing at DBPR covers repairs and alterations to the building. Check that contractor on myfloridalicense.com before any deposit.
How long does the insurer have to respond to a backup claim?
7 calendar days to acknowledge, and 60 days after notice to pay or deny. Interest runs on late payments, and the 60 days pause during mediation.
Is a permit needed to repair a sewer line?
Plumbing work is outside the under-$7,500 exemption, so the city's permit rules apply. Call the building department named on your city page before the line is opened.
What if mold grows after the cleanup?
Mold of greater than 10 square feet is the statute's line for mold assessment and remediation. The mold page covers who may test and who may clean.
