Restoration in Miami
Miami-Dade County Code Chapter 8, Section 8-16, is quoted on the city's hurricane preparedness notice. After a severe weather event the Building Official investigates for damage, and no building damaged, collapsed or out of plumb may be repaired or altered without that official's inspection and approval. It doesn't carry a 50 percent rule. Exhibit C of the fee schedule, adopted by Resolution R-26-0200 on 23 April 2026, sets residential permits up to 3 units at 0.50% of estimated construction cost.
Work under an estimated $2,500 is $45.00, and the minimum permit fee is $110.00. The Get a Demolition Permit page says the upfront fee is based on the total size of the project, and doubled + $110 when demolition follows a violation. Miami Riverside Center, 444 SW 2nd Ave, 4th Floor, houses the Building Department: 305-416-1100. Filing runs through iBuild and ProjectDox. A window and door checklist cites the 2023 Florida Building Code, though no adoption page names the edition.
Being in Miami-Dade puts Miami inside the High-Velocity Hurricane Zone. FEMA zones AE, AH and VE meet Miami's line, and 1979 is the city's ACS median year built. The city's page on permit-free work says a single-family owner may do work valued under $7,500 without a permit after a written exemption request. Electrical, plumbing, structural, mechanical and gas work are excluded, as is any property in a flood hazard area.
Repairing pipes or wiring after water damage is outside that exemption, so in Miami it means a permit at 0.50% of the estimated cost and never less than $110.00.

Permits for restoration work in Miami
When repairs touch the structure or the electrical, plumbing or mechanical systems, they usually need a permit from your city or township building department, so ask the company which of you pulls it.
