Between the break and the crew
- Stop the flow at the shutoff, and write down the date and time you found the break, since the 1-year notice period runs from the date of loss.
- Keep the failed section of pipe if feasible, as DFS's advocate page asks you to keep damaged property.
- Photograph the pipe, the water and the damage before any repair, and again afterwards.
- Report the claim; the insurer must acknowledge within 7 calendar days.
- Make and document the emergency repairs needed to prevent further damage, with receipts.
Why the repair and the cleanup are separate jobs
A plumber repairs the line, and a restoration company dries and cleans what the water reached. The under-$7,500 permit exemption in s. 553.79 excludes plumbing work, so the pipe repair follows your building department's permit rules even when the bill is small. Ask the plumber about the permit.
DBPR's construction license list has no restoration category, so ask the cleanup company what license or registration it holds.
What burst pipe cleanup costs in Florida (estimates, not quotes)
Our model puts the water cleanup after a burst pipe in Florida at $1,050 to $4,575 per job, water cleanup after the pipe is repaired, an estimate and not a quote, and the pipe repair isn't in it. The model has no Florida company price for this job, so three national guides carry the figure.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $1,050 to $4,575 per job, water cleanup after the pipe is repaired | Built from 3 national published ranges, adjusted by the Florida hazardous materials removal worker wage ratio (0.80). Two Florida restoration companies publish a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. Basis: no state company sample (no counted Florida company price for this job), national estimate only. |
| Hazardous materials removal worker wage, Florida mean | $21.70 an hour (United States mean: $27.13) | Pay for the closest federal occupation to a cleanup crew, BLS May 2025; the match is our own. |

What the policy decides
DFS says homeowners insurance may cover water damage but will typically not cover flooding, a sewer backup or sump pump issue, or wear and tear and lack of maintenance. The policy's own wording is what the insurer applies.
The clocks once you report
Section 627.70131 gives the insurer 7 calendar days to acknowledge the claim and 60 days after notice to pay or deny. DFS's guide says to expect a written denial or the undisputed payment by day 60. Notice after 1 year from the date of loss bars the claim, and a supplemental claim gets 18 months. Keep the plumber's invoice.
A burst pipe that is an emergency
- Water is still running, or you can't find the shutoff.
- Water has reached outlets, a panel or an appliance.
- Ceilings are bowing or walls are soft.
- A slow drip with the supply off and the area dry; photograph it and report it.
- Cosmetic repair, after the insurer has seen the damage.
Permits for the pipe and for the rebuild
The under-$7,500 exemption in s. 553.79 doesn't reach plumbing work or work in a flood hazard area, so check with the building department before the pipe is opened. Lakeland charges a $150 penalty for work begun without a permit and $300 for a second violation.
Rebuilding the wall or ceiling is chapter 489 work. The casual-work exemption stops at $2,500 and doesn't cover a person who advertises as a contractor.
Ask which licenses your state requires for the work, and check them with your state's licensing office before anyone starts. A credential from a private body, such as IICRC, isn't a license.
Questions people ask
Does homeowners insurance cover a burst pipe in Florida?
DFS says it may cover water damage, but typically not wear and tear or lack of maintenance. DFS's coverage page lists those two among the items typically not covered, along with flooding and sewer backup.
Do I need a permit to repair the pipe?
The under-$7,500 exemption excludes plumbing work, so the city's rules apply. Call the building department named on your city page before the wall is opened.
Should I keep the broken pipe?
If feasible: DFS asks you to keep damaged property. Photograph it in place first, and give the insurer the chance to see it.
How soon must I report a burst pipe?
Notice must reach the insurer within 1 year after the date of loss, and DFS's guide says to report immediately. The insurer's 7-day and 60-day clocks start when it gets notice.
Who cleans up after the plumber leaves?
A restoration company dries and cleans, and the plumber fixes the line. Ask the cleanup company what license or registration it holds, and check the rebuild contractor on myfloridalicense.com.
