The first hour with a burst pipe
- Shut off the supply to the broken line if you can, since TDI's advice starts with stopping the water.
- Photograph the pipe, the water and the damage before anything is repaired or removed.
- Call your insurer as soon as possible; a burst pipe is TDI's first example of sudden and accidental damage that policies cover.
- Make a temporary repair if you can. TDI says the policy should pay for the materials and labor, and that permanent repairs wait for the insurer.
- Dry the area soon, because TDI warns that mold can begin to grow within a day of a leak.
- Find a plumber and check the name with the Texas State Board of Plumbing Examiners, which TDI names for that.
The plumber and the cleanup crew
Fixing the pipe and removing the water are two jobs. The plumber repairs the line, and a restoration company extracts, dries and checks the building. In Austin an emergency repair that is limited to plumbing is handled by a licensed and registered individual who applies for a stand-alone permit and then phones 512-974-1500 to say the permit is for emergency repair work.
What burst pipe water cleanup costs in Texas (estimates, not quotes)
Our model gives $1,100 to $4,825 per job, water cleanup after the pipe is repaired for the cleanup after a burst pipe in Texas, not the plumber's repair. It's built from national guides adjusted by Texas pay, no Texas company price enters it, and it isn't a quote. The wage row shows what the nearest federal occupation earns.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $1,100 to $4,825 per job, water cleanup after the pipe is repaired | Built from 3 national published ranges, adjusted by the Texas hazardous materials removal worker wage ratio (0.84). One Texas restoration company publishes a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. Basis: no state company sample (no counted Texas company price for this job), national estimate only. |
| Hazardous materials removal worker wage, Texas mean | $22.88 an hour (United States mean: $27.13) | May 2025 BLS pay for the occupation closest to a cleanup crew after a pipe failure, matched by our own inference. |

What a burst pipe claim looks like
TDI lists a burst pipe, a toilet overflow and a broken washer hose as sudden and accidental water damage that most homeowner and renter policies cover. A slow leak or seepage usually isn't covered. The insurer has 15 business days to acknowledge the claim, and 15 business days after it has what it needs to answer. If a contractor offers to waive your deductible, TDI says that is illegal, and the Attorney General takes reports at 800-621-0508.
Winter storms in Texas's record
FEMA's declaration data lists DR-4705 for the severe winter storm of January 30 to February 2, 2023, declared on April 21, 2023, with public-assistance flags on 23 county rows and individual-assistance flags on none. NOAA's storm records for July 2024 to June 2026 list 224 winter storm, 12 ice storm, 169 extreme cold and 280 cold event records for Texas. They count events, not burst pipes.
Burst pipe water that needs a crew now
- Water is still running and you can't shut it off.
- Water has reached a ceiling, a wall cavity or a room below.
- Walls or carpet have been wet for a day or more.
- A pipe that has been shut off and a small area you have already dried; photograph it before repairs.
- Finish repairs to the wall or floor, which wait until the insurer has seen the damage.
Burst pipe work in Texas: licenses and permits
The pipe repair is plumbing work, and TDI's scam page names the Texas State Board of Plumbing Examiners for checking plumbers. TDLR's program list has no entry for the water cleanup.
Austin's emergency permits page has a burst-pipe water damage entry, and Dallas says replacing and repairing damaged sheetrock typically doesn't require a permit. For any other city, call its permit office.
Ask which licenses your state requires for the work, and check them with your state's licensing office before anyone starts. A credential from a private body, such as IICRC, isn't a license.
Questions people ask
Is a burst pipe covered by homeowners insurance in Texas?
TDI says most policies cover sudden and accidental damage, and gives a burst pipe as an example. A slow leak or seepage usually isn't covered. Ask the insurer how your policy reads.
Who do I call, a plumber or a restoration company?
Both: the plumber repairs the pipe and the restoration company handles the water. TDI says to verify plumbers with the Texas State Board of Plumbing Examiners. Photograph the damage before either one starts.
Do I need a permit for an emergency pipe repair in Austin?
A licensed and registered individual applies for a stand-alone permit, then phones 512-974-1500. Austin's page says simple plumbing repairs need no permit but must follow the codes. Other cities set their own rules.
Can the contractor cover my deductible?
No: TDI says it's illegal for a contractor to waive your deductible. That includes inflating an estimate or giving a credit equal to the deductible. The insurer can ask for proof you paid it.
How did Texas's 2023 winter storm count in federal records?
DR-4705 carries public-assistance flags on 23 county rows and none for individual assistance. The incident ran from January 30 to February 2, 2023. FEMA's data doesn't count burst pipes.
