The first hour after a sewer backup
- Photograph the damage and the affected items before any cleanup begins; TDI asks for pictures before work.
- Phone your insurer and ask what the policy says about sewer or drain backups, which TDI says depends on the policy.
- Make only temporary repairs and hold permanent ones until the insurer has talked to you.
- Ask about a hotel, which TDI says the policy may pay for if covered damage keeps you out.
- Dry the area once the cleanup is done, because TDI says mold can start growing within a day after a leak.
- Ask any company for its certificate of insurance and bond; TDI's scam page names both.
Why a sewer backup is a separate coverage question
TDI's disaster FAQ answers a homeowner whose house flooded when a sewer line backed up with one line: it depends on your policy. Some policies cover water or sewage from outside the house that enters through sewers or drains. A burst pipe is a different case in TDI's pages, and so is floodwater, which a home policy doesn't cover.
What sewage cleanup costs in Texas (estimates, not quotes)
Our model gives $1,425 to $14,500 per job for sewage cleanup in Texas, and the table's second estimate row gives it per square foot. The model had one usable national range and widened it by 15 percent each side. One Texas restoration company publishes a price for the job, which is below the five needed to build a range from company prices.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $1,425 to $14,500 per job | Built from one national published range, adjusted by the Texas hazardous materials removal worker wage ratio (0.84). One Texas restoration company publishes a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. Basis: no state company sample (one counted Texas company price for this job), national estimate only. |

Who does the work
TDLR's list of licensing programs has no sewage cleanup category. If the backup came from the house's own sewer line, a plumber repairs it, and TDI's scam page says to verify plumbers with the Texas State Board of Plumbing Examiners.
Insurance, lodging and food
TDI says it's generally OK to make temporary repairs and that the policy should pay for the materials and labor you used. If you can't stay home because of covered damage, it may pay for a hotel or rental, and most policies pay up to $500 or more for spoiled food when power fails under certain circumstances. An offer to waive your deductible is illegal, TDI says, and goes to the Attorney General at 800-621-0508.
If mold follows
Mold after a backup falls under TDLR's mold rules. Visible mold under 25 contiguous square feet can in most instances be cleaned by people who aren't licensed, and a homeowner may clean mold in their own home. A company you hire for a larger area works under TDLR's license and notice rules, set out on the mold remediation page.
When sewage can't wait
- Sewage is still coming up through a drain.
- It reached carpet, drywall or stored belongings.
- You can't stay in the house; ask your insurer about a hotel or rental.
- A damp patch where the backup has stopped, once you have photographed it and told the insurer.
- Repairs to the finish, which wait until the insurer has seen the damage.
Sewage cleanup in Texas: licenses and permits
TDLR's program list shows no sewage cleanup license. Repairing the line is plumbing, and TDI points to the Texas State Board of Plumbing Examiners for checking plumbers. Permits for any rebuild come from the city, and Austin's emergency permit page lists simple plumbing repairs among work that needs no permit but must follow the codes.
Ask which licenses your state requires for the work, and check them with your state's licensing office before anyone starts. A credential from a private body, such as IICRC, isn't a license.
Questions people ask
Does homeowners insurance cover a sewer backup in Texas?
It depends on the policy, TDI says. Some policies cover water or sewage that enters through sewers or drains. Ask the insurer how yours reads.
Is there a state standard for sewage cleanup in Texas?
TDLR and TDI don't publish one, so ask a company which standard it follows. TDLR's list of programs doesn't include sewage cleanup. Have the company name its standard in the written estimate.
Who can I check a plumber with?
TDI's scam page names the Texas State Board of Plumbing Examiners. It names TDLR for electricians. The same page lists a request to sign before an estimate and a large up-front payment as scam signs.
Will my policy pay for a hotel after sewage backs up?
It may pay for lodging when covered damage keeps you out, up to the policy's limits. TDI says losing utilities alone probably doesn't count.
What if mold shows up afterward?
TDLR's mold rules apply, with a line at 25 contiguous square feet. Under that size, people who aren't licensed can in most instances clean it. TDI says a mold claim calls for a mold professional with a state license.
