The first hour after a pipe bursts
- Turn the main water valve to closed. If it is stuck or you can't find it, say that when you call.
- If you smell gas, get out and call 911 from outside, then your gas utility (PG&E, SoCalGas or SDG&E; the numbers are further down this page).
- Leave wet electrical equipment alone, and skip the panel if reaching it means wading. Switch off power to the wet area only from a dry spot.
- With the main closed, open the lowest faucet to drain the line, unless water is near anything electrical.
- Film and photograph the damage before cleaning, and list what is wet. CDI advises wildfire claimants to keep a claim diary of calls.
- Phone your insurer and describe the loss as it happened. A plumber handles the pipe and the restoration line above handles the water; keep every receipt.
The pipe and the water are different jobs
The plumber stops the leak by repairing or replacing the pipe, while the restoration crew pulls out the water and dries what it soaked, so you'll get two bills. Ask each company what it will and won't do.
CSLB has no class named for water cleanup, so for that work you ask the company how it records the drying. For the pipe and the rebuild, ask for a contractor holding a CSLB license and check the number on CSLB's lookup.
How much burst pipe cleanup costs in California (estimates, not quotes)
For burst pipe cleanup our model gives $1,400 to $6,150 per job, water cleanup after the pipe is repaired. This figure reuses the water damage ranges, because cost guides price this cleanup under water damage, and it's a model, not a quote. Your plumber's repair is billed on its own. Wage rows show pay for the nearest federal occupation, not a charge.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $1,400 to $6,150 per job, water cleanup after the pipe is repaired | Built from 3 national published ranges, adjusted by the California hazardous materials removal worker wage ratio (1.08). No California water, fire or sewage restoration company published a price we could count. Three California mold-inspection firms publish inspection prices, which are not a restoration job and are not used in these rows. Basis: no state company sample (no counted California company price for this job), national estimate only. |
| Hazardous materials removal worker wage, California mean | $29.21 an hour (United States mean: $27.13) | What the nearest federal occupation to a restoration crew earned, BLS May 2025. |
| Same occupation, California median | $26.98 an hour (middle half of workers: $22.68 to $32.47) | O*NET OnLine's print of the same BLS data; the match to restoration work is our inference. |
| Same occupation, Los Angeles-Long Beach-Anaheim and San Jose medians | $24.59 and $29.03 an hour | Pay in two metros that bracket the statewide median. |
Estimated range. Built from national published ranges (3 sources), adjusted by California's hazardous materials removal worker wage ratio to the US (1.08, BLS May 2025). Not a quote. No California restoration company published a water, fire or sewage price we could count. We have no counted California company price for this job, so the range is our national estimate alone. Full method. Prices as of Oct 23, 2026.
What CDI's guide says about burst-pipe water
CDI's residential guide lists "sudden & accidental water damage" among the perils generally covered, and water damage from seepage or leaks among those generally not. Report exactly what you saw, and ask the insurer which of the two it's applying.
After proof of claim, 10 CCR 2695.7(b) gives the insurer 40 calendar days to accept or deny, and 2695.7(h) puts payment within 30 days of acceptance; that's the regulation as Cornell's LII copy prints it. CDI's consumer hotline is 1-800-927-4357, and its help page takes a Request for Assistance online.
The 24-to-48-hour drying window after a burst pipe
EPA's mold guide sets a 24-to-48-hour window for drying water-damaged areas and items before mold grows. CDPH's statement on dampness recommends correcting the source of water and rapidly drying or removing damp materials.
Once growth has started, the mold remediation page takes over.
When a burst pipe can't wait
- Water is still running and you can't find the main valve.
- Water is running toward outlets, the panel or an appliance.
- A ceiling is sagging under the weight of water.
- You smell gas or hear a hiss near the break.
- A drip you have already stopped, once you've photographed the damage and called your insurer.
- Finish work such as paint, after the insurer has inspected.
Who may mend the pipe and rebuild: licenses and permits
CSLB's classification list has no class for water cleanup. The pipe repair and the rebuild are different, because B&P 7048 exempts a project only when it's under $1,000, casual and minor, and needs no building permit, so a bigger job calls for a contractor holding a CSLB license.
Plan checks for repairs permitted from 2026 use the 2025 California Building Standards Code. Ask the plumber whether yours needs a permit.
Ask which licenses your state requires for the work, and check them with your state's licensing office before anyone starts. A credential from a private body, such as IICRC, isn't a license.
Questions people ask
Will my homeowners policy cover a burst pipe in California?
CDI's guide puts sudden and accidental water damage among the perils generally covered, and seepage or leaks among those generally excluded. Get the insurer's finding of cause in writing.
What is the first call after a pipe bursts?
The restoration line on this page handles the water and a plumber handles the pipe, since they're separate jobs.
How quickly should the water be dealt with after a burst pipe?
That's EPA's window for preventing mold growth, from its brief guide to mold and moisture.
Will a restoration company fix the pipe too?
CSLB has no class for water cleanup, so a restoration company that also fixes pipes should give you a CSLB license number for that work. Check it on CSLB's lookup.
What does burst pipe cleanup cost in California?
National published ranges, adjusted by California's wage ratio, make up that figure. The plumber's repair is separate, and no counted California company price sits behind the cleanup range.
