Restoration in San Francisco
San Francisco's Department of Building Inspection (DBI) issues the plumbing, electrical and mechanical permits, and you apply on its PermitSF portal. Its 2025 plumbing and mechanical table prices Category 1P at $276: one unit's water service, sewer replacement, single fixture, shower pan, or one kitchen or bathroom remodel, with two inspections at most. A later fee ordinance, No. 112-26, is on file, so confirm the amount with DBI. Housing Code Chapter 12A, the water conservation ordinance, makes owners repair plumbing leaks and replace inefficient fixtures before selling, remodeling or doing other improvement work.
A DBI-certified private Residential Energy and Water Inspector does the check, and the owner is the one cited for skipping it. If your rebuild counts as a remodel, book that inspector yourself. Census estimates for 2020 to 2024 count 53.6% of the city's housing units as built before 1950, so a water or fire repair here often means opening plaster walls and old wiring. If testing turns up asbestos, Labor Code 6501.5 makes any contractor disturbing 100 square feet or more of it register with Cal/OSHA.
Ask to see that registration first. FEMA's flood map shows zones AE, AO, V and VE crossing parts of the city line. That doesn't place any one lot inside them. Enter your address at FEMA's Flood Map Service Center before you ask your insurer about flood cover.

Permits for restoration work in San Francisco
Start with the City of San Francisco building department, and ask who issues permits for the rebuild.
When repairs touch the structure or the electrical, plumbing or mechanical systems, they usually need a permit from your city or township building department, so ask the company which of you pulls it.
