The hour before the crew arrives
- Gas smell or smoke means leaving first. Call 911 from outside, then your gas utility, whose number is in the gas note further down.
- Never wade to wet electrical equipment. If the panel is dry and you can reach it without standing in water, turn off power to the wet area. Otherwise leave it to the crew and the utility.
- Stop the source at the main valve or the fixture valve. Water coming in from outside, or up a drain, you can't stop, so go to the next step.
- Film every wet room before you move anything and list what got wet. Keep a log of each call to the insurer, which CDI's wildfire tips call a claim diary.
- Phone your insurer and say what happened, including where the water came from. CDI's consumer hotline is 1-800-927-4357.
- After that, request a company on the form and save each receipt for the claim.
What an extraction crew does, and what it leaves for others
Extraction is getting standing water out of the house before drying starts. EPA's 24 to 48 hour window for drying water-damaged areas and items is why the clock matters. The crew handles water already inside. Whatever let it in, a pipe, a roof or a drain, needs its own repair.
The structural drying page covers the stage after extraction. CSLB has no class named for water removal, so the license you check belongs to whoever repairs the source or rebuilds afterward.
How much emergency water removal costs in California (estimates, not quotes)
Our estimate for emergency water removal is $4 to $10 per square foot, built as a model and never quoted by any company. The wage rows show pay for the nearest federal occupation, which is a different number from a company's charge.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $4 to $10 per square foot | Built from 2 national published ranges, adjusted by the California hazardous materials removal worker wage ratio (1.08). No California water, fire or sewage restoration company published a price we could count. Three California mold-inspection firms publish inspection prices, which are not a restoration job and are not used in these rows. Basis: no state company sample (no counted California company price for this job), national estimate only. |
| Hazardous materials removal worker wage, California mean | $29.21 an hour (United States mean: $27.13) | What BLS says the nearest federal occupation earned in May 2025; the model scales by these two means. |
| Same occupation, California median | $26.98 an hour (middle half of workers: $22.68 to $32.47) | Same data read through O*NET OnLine; pay, not price. |
| Same occupation, San Diego and Riverside-San Bernardino medians | $24.90 and $23.05 an hour | Two metros that sit below the statewide median. |
Estimated range. Built from national published ranges (2 sources), adjusted by California's hazardous materials removal worker wage ratio to the US (1.08, BLS May 2025). Not a quote. No California restoration company published a water, fire or sewage price we could count. We have no counted California company price for this job, so the range is our national estimate alone. Full method. Prices as of Oct 23, 2026.
Who should stay out, and what older walls may hide
EPA's flood-cleanup page says mold can grow on wood, drywall, carpet and furniture that stay wet for more than 24 hours. It also says people with asthma or weak immune systems, children and pregnant people should keep out of flood cleanup.
Older houses add a second question, because EPA notes that older buildings may contain asbestos or lead. If the water came up a drain, tell the company when you call. EPA says damage from contaminated water needs a professional experienced with it.
What to tell your insurer while the floor is still wet
CDI's guide lists sudden and accidental water damage among the perils generally covered, and seepage, leaks, flood and mold among those generally not. Report the cause as found. Then ask which of those categories the insurer puts the loss in, and when it expects to decide.
Once it holds your proof of claim, 10 CCR 2695.7(b) sets 40 calendar days to accept or deny, going by the copy of the regulation on Cornell's LII site. Write down the day you sent the proof.
When water in the house can't wait
- Water is still entering or pooling in a room.
- Water sits around outlets, the panel, a furnace or an appliance.
- It may be sewage, or you can't tell where it started.
- Part of a ceiling is bowing down, or a wall has bulged out.
- A stain from an old leak that has stayed dry, with no soft or musty material; photograph it first.
- Cosmetic repairs, after the insurer has looked at the damage.
Before you touch a wet wall or a breaker, go through these questions.
- Any fire, smoke, or doubt about whether the structure's safe? Get out and call 911 first.
- Smell gas? Get out first, and phone 911 and the gas utility from the yard or the street.
- Is water still coming in, and is there a shutoff you can get to?
- Is it clean supply water, water from an appliance, or sewage or floodwater?
- Is there standing water near outlets, or a ceiling that's sagging?
- Can you see mold, or has a musty smell hung around for more than two days?
If you've answered yes to either of the first two, stop reading and get out. Any yes on the next three makes this an emergency, so shut the main valve if you can reach it without standing in water, then send the form with Emergency ticked.
Licenses and price rules for water removal in California
CSLB's classification list has no class for water removal, water damage, fire restoration or mold. Rebuilding falls under the contractor license rules, and B&P 7048 exempts only a project under $1,000 that's casual and minor and needs no building permit.
After a state or local emergency declaration, Penal Code 396 makes it unlawful to sell emergency cleanup services for more than 10 percent above the price charged just before the declaration, unless the increase comes directly from added costs. The limit runs 30 days for cleanup and 180 days for repair and reconstruction.
Ask which licenses your state requires for the work, and check them with your state's licensing office before anyone starts. A credential from a private body, such as IICRC, isn't a license.
Questions people ask
Who removes standing water from a house in California?
Request a company on the form on this page for a company, and call your insurer the same hour. CSLB has no class for water removal, so the license to check is the one held by whoever rebuilds.
What does it cost to get standing water pumped out in California?
The model begins with national published ranges and adjusts them for California worker pay. No counted California company price sits behind it, so a real quote can land outside the range.
Does insurance cover water extraction?
Flood, seepage and leaks sit on CDI's list of perils usually left out. Ask the insurer to put the cause it found in writing.
Is it safe to switch off the power with water on the floor?
If you would have to step in water to reach the panel, leave it and tell the crew and your utility. Keep out of standing water that touches outlets or cords.
What is the deadline for drying out a wet house?
That window covers water-damaged areas and items. EPA adds that mold can grow on wood, drywall, carpet and furniture left wet for more than 24 hours.
