Restoration in Homestead
Ordinance No. 2025-09-25, adopted September 9, 2025, puts renovation, alteration and remodel permits in Homestead at 3.0% of the value of the work, and demolition at 2.0% of the value. A first re-inspection is $75.00 and later ones are $150.00. The PDF heading still reads Proposed Schedule, though its cover text says the schedule was adopted. City Hall, 100 Civic Court, houses the Building Department, (305) 224-4500. Counter hours aren't printed.
The code page lists the Florida Building Code, Eighth Edition (2023), while an older overview page still cites the 2020 edition. Homestead's Local Flood Hazard Information page says the city takes part in the NFIP and Community Rating System. Repairs and replacement work need a permit. City code requires a finished floor one foot above Base Flood Elevation for substantially improved buildings, meaning repair or improvement cost at fifty percent or more of market value before the work.
Like the rest of Miami-Dade, Homestead is covered by the High-Velocity Hurricane Zone. On FEMA's flood map, AE and AH zones meet the city line, and Homestead's housing has a median year built of 2001. Assignments of post-loss benefits are void on residential policies issued from January 1, 2023 onward. Once a Homestead house has been substantially damaged, the city counts any repair to it as substantial improvement, whatever the work is.
